Lancaster County

Eleven of the municipalities/members of the Lancaster (Pennsylvania) Inter-Municipal Committee (LIMC) embarked on a historic project to create a multi-municipal comprehensive plan to collectively guide future growth and development. ACP designed and implemented an inclusive comprehensive planning process—Growing Together: A Comprehensive Plan for Central Lancaster County, Pennsylvania—that expresses a common vision, preserves and enhances central Lancaster County's unique qualities, and addresses issues such as land use, housing, transportation, community facilities, parks and open space, and natural and historic resources, among others.

Highlights:

  • Central Lancaster County is comprised of twelve municipalities (totaling 193,383 people) and approximately 169 square miles in the central portion of Lancaster County, Pennsylvania.
  • One of the key elements of the future growth strategy is the identification of Growth Opportunity Areas within designated growth boundaries. Projected growth for the next 20 years will be directed to these areas through regulatory tools and incentives.
  • Growing Together won the 2007 American Planning Association – Pennsylvania Chapter, Daniel Burnham Award for a Comprehensive Plan.
